The Role: Service Delivery Director
RKH Qitarat is seeking an experienced Service Delivery Director to take overall ownership of day-to-day service delivery across the Doha Metro and Lusail Tram networks. This is a senior leadership position reporting into the executive team, responsible for ensuring safe, reliable, and customer-focused operations across both networks at all times — including during high-demand periods such as major sporting and cultural events.
The successful candidate will lead a large, multidisciplinary operations team and act as the central point of accountability for translating RKH Qitarat's contractual commitments to Qatar Rail into consistent, measurable service outcomes.
Key Responsibilities
- Own end-to-end service delivery performance across the Doha Metro and Lusail Tram, including punctuality, reliability, safety, and customer experience KPIs.
- Lead and develop operations, control centre, and station management teams to deliver a seamless passenger journey across both networks.
- Act as the primary operational interface with Qatar Rail, ensuring contractual service levels and regulatory requirements are consistently met or exceeded.
- Drive continuous improvement initiatives across network operations, leveraging data and performance analytics to identify and resolve service gaps.
- Oversee operational readiness and crowd management planning for major events, building on RKH Qitarat's track record of safely moving millions of passengers during events such as the FIFA World Cup and AFC Asian Cup.
- Manage incident response and business continuity planning, ensuring rapid, safe resolution of service disruptions.
- Champion a strong safety culture in line with international rail operating standards across all service delivery functions.
- Collaborate closely with engineering, maintenance, and asset management teams to align service delivery with network availability and reliability targets.
- Support budget planning and resource allocation for service delivery operations, balancing cost efficiency with service quality.
- Represent RKH Qitarat in stakeholder engagements with Qatar Rail, government bodies, and shareholder organizations (RATP Dev, Keolis, Hamad Group).
What We're Looking For
- Significant senior leadership experience in rail, metro, light rail, or mass transit operations, ideally including driverless/automated metro systems.
- A strong track record of managing large-scale, multi-site service delivery teams in a high-volume passenger environment.
- Deep understanding of rail safety standards, operational performance frameworks, and regulatory compliance in public transport.
- Experience operating within a joint venture or contracted operating environment, managing relationships with a client authority (experience with a body comparable to Qatar Rail is an advantage).
- Proven ability to lead through high-pressure, high-visibility periods such as major events or network expansions.
- Strong stakeholder management and communication skills, with the ability to engage confidently with shareholders, government partners, and senior client representatives.
- A degree in engineering, transport management, business administration, or a related field; relevant professional certifications in rail operations or safety management are an advantage.
- International rail or metro operating experience is highly valued; prior experience in the Middle East or GCC region is beneficial but not essential.
